How about this: they can't get married unless she is pregnant to prove they can breed.

Or, since marriage was a business arrangement anyway, they have to have full financial disclsoure, exchange dowry items, etc. etc. open up trust accounts a la the brehon laws in Ireland.....


If they love each other they don't have to get married. If they have kids,they HAVE TO MARRY or the child is taken away and given to a married couple who are infertile.
